Biden leans on state and local, too

Biden's transition advisers also include numerous people with extensive experience in state and local technology and infrastructure policy. Among Biden's advisers are former Santa Clara County, Calif., CIO Ann Dunkin and current North Carolina Department of Information Technology chief of staff Nate Denny, both of whom previously worked for the Obama administration. Jill Biden promotes community colleges' role in workforce development

The soon-to-be first lady said community colleges' ability to meet students "where they are" is a key part of what makes them essential pieces of workforce development. Biden spoke during an online conference hosted by College Promise, which advocates for free community college in the U.S. The institutions can be "transformative," Biden said.
