GSA releases finalized federal data skills catalog and ethics framework
The General Services Administration has finished two major support documents under the Federal Data Strategy. The new data skills catalog and ethics framework will assist agencies in developing data management competencies and officials in making ethical decisions in line with the goals of the strategy. Publishing both documents fulfills Actions 13 and 14 of the Federal Data Strategy 2020 Action Plan, after months of work by governments data experts. Dave Nyczepir has more.

Illinois to launch volunteer program for digital literacy training
Through a new partnership with the nonprofit National Digital Inclusion Alliance, Illinois officials next year will deploy a team of volunteers to assist residents of low-income and rural communities with digital literacy skills. The program, called the Connect Illinois Digital Navigator Network, will train applicants to provide “comprehensive digital literacy coaching” to people across the state that are unsure how to connect to the internet, use their devices and access applications on those devices, Matt Schmit, the head of the Illinois Office of Broadband, said last week. Demand for cybersecurity training grew during pandemic, says National Cybersecurity Center
As companies increasingly adopt remote workforce models and implement new technologies as a result of the pandemic, the demand for cybersecurity experts has accelerated, presenting workers a chance to reskill themselves for those jobs, Thomas Russell, cyber education program manager for the National Cybersecurity Center, told EdScoop. And to address this growing workforce gap, the National Cybersecurity Center is working with adults who are looking for a new career and helping them get the necessary cybersecurity training to go out into the workforce through online classes, Russell said. There will be 3.5 million unfilled cybersecurity jobs globally by 2021, according to predictions by the cybersecurity company Cybersecurity Ventures. Betsy Foresman reports.

Vaccine distribution will hinge on technology and trust, NGA says
To distribute COVID-19 vaccines efficiently, governors should invest in data-management systems and mapping technologies, as well as build trust with traditionally underserved communities, according to a report published Wednesday by the National Governors Association. But New Jersey Chief Technology Officer Chris Rein, who has helped New Jersey implement a new system for its vaccination program, told StateScoop that trust between the public and government, not technology, will likely be the “overarching factor."
