The National Association of State Chief Information Officers and other groups representing state and local officials praised the U.S. House of Representatives voting late Friday night to approve a $1.2 trillion infrastructure spending bill that includes, among many measures, a new cybersecurity grant program and record-setting investments in broadband development. Included in the 2,700-page bill — which mostly addresses improvements to roadways, ports and mass transit — is $1 billion to set up a four-year grant program inside the Department of Homeland Security to assist state and local governments with cybersecurity funding. The grants, which are to be administered by the Federal Emergency Management Agency — with the Cybersecurity and Infrastructure Security Agency serving in an advisory role — will satisfy one of NASCIO’s longtime federal legislative priorities. DOD’s Sherman teases new talent strategy in CIO confirmation hearing

John Sherman, the nominee to be CIO of the Department of Defense, said that if confirmed he would launch a new strategy to recruit and attract cybersecurity and digital talent into the DOD. “If confirmed I would move out on a new strategy to look at our cyber and digital talent,” Sherman said during his Senate confirmation hearing Thursday. “This is a whole of nation effort and we must come at it much differently.” Sherman, who served as acting CIO before his nomination, appears to have a clear path to confirmation as key members of the Senate Armed Services Committee from both sides of the aisle expressed their support. White House preps order to clarify top cyber roles in federal government

The Biden administration is working on an executive order that spells out the responsibilities of myriad top cybersecurity officials in the federal government, National Cyber Director Chris Inglis said. Specifically, the idea would be to solidify the position of his office, only established by law in January, Inglis told the House Homeland Security Committee. “The statute has gone a long way, and the policies that we have described, have gone a a further distance in describing the what the roles and responsibilities are of the various layers in this space,” Inglis told the panel. “We are in discussion within the White House about when and how to effect an executive order that would bring additional clarity to these roles and responsibilities.” Tim Starks has the story.

Fashion college gives students a career jumpstart with supply-chain software

The California-based Fashion Institute of Design and Marketing, a for-profit college, announced this week it’s expanding its partnership with a supply-chain software company, preparing its students for using industry-specific technology after graduation. The institute is incorporating Logility, software used for supply-chain management, into its curriculum to give students hands-on experience using technology used in the fashion industry. Previously, students used the software to manage the development side of production, like picking the technical specifications and materials for certain pieces of clothing and accessories. The new part of the curriculum will offer training on how to use technology to track how much it costs to create a given product, ensure quality and manage shipping, Logility executive Mark Burstein told EdScoop.
